Important labour matter on working hours in textile industry
(Report of the working group & plenary meeting)
Textiles industry has been addressing the Government on various labour related issues including flexibility in hiring labour to textiles exporting units, and raising of the daily working hours from 9 hours to 12 hours a day and weekly working hours from 48 hours a week to 60 hours a week. These issues were submitted by the Ministry of Textiles for consideration of a Group of Ministers (GoM). Subsequently, the issues have been discussed in the recent round of discussions of the Working Groups and Plenary meetings convened by the Ministry of Labour and Employment where representatives of the Central Government, State Governments, trade unions and employers’ federations also participated. The final report of the above deliberations, as conveyed by the Ministry of Labour and Employment, includes the following position:- “ State Government as ‘appropriate governments’ can notify textile exporting units as public utility services, if considered desirable. So far as the number of hours of work is concerned, the provisions are in consonance with the ILO Convention No. 1 concerning Hours of Work (Industry).
However, if workers are willing to work for more than 9 hours a day and 48 hours a week with overtime, an administrative direction from the State Government could be drawn up so that the increase in working hours would form a part of an agreement at the establishment level between the management and the trade unions. The State Government can be part of this tripartite agreement so that acts as the guarantor to ensure that the agreement gets implemented.”
